The rank-size rule has low validity due to it's inaccuracy in predicting the 2nd-5th largest cities' population in Cambodia. The largest city, Phnom Penh, is also a capital city and one the oldest/historic city in Cambodia and has a lot of the country's cultural value (meaning it is essentially a primate city). Primate cities generally do not produce accurate Rank-Size model predictions.
