The Federal Council consists of the formal chief of state and head of government whose council members, rotating in one-year terms as federal president, represent the Council. Legislative Branch Summary -It is made up of a bicameral federal Assembly, which has 46 seats and is divided into 2 representatives from each canton and 1 representative from each half canton who all serve 4 year terms. The National Council has 200 seats and is elected by popular vote and their members serve 4 year terms.
